Missouri Sports Betting in 2024
Missouri’s efforts to legalize sports betting pre-date the fall of the Professional and Amateur Sports Protection Act (PASPA) in 2018. The following timeline highlights important dates in Missouri sports betting history:
May 2, 2024: Missouri pro-sports betting coalition — which is led by six major professional teams — submits signatures for November ballot.
April 18, 2024: Missouri sports teams collect more than 300K signatures in their continued effort toward sports betting legalization.
Feb. 28, 2024: Missouri’s pro-team-led sports betting initiative campaign gains ground, earning 100,000 of the required 180,000 signatures needed to place the issue on November’s ballot.
Feb. 14, 2024: Missouri bettors were left on the sidelines during Super Bowl 58 due to the state’s lack of a legalized betting market. Missouri officials reported that over 431,000 attempts to access legal sportsbooks were blocked in Missouri during Super Bowl weekend.
Feb. 12, 2024: House Bill 2331, a state sports betting bill, clears another Missouri House Committee and would authorize event wagering via betting sites and apps, and at state casinos.
Feb. 2, 2024: Missouri’s sports betting bill is making progress after recently receiving approval from the Missouri House of Representatives Special Committee on Public Policy. House Bill 2331 would authorize Missouri event wagering at state casinos and via mobile apps and betting sites.
Jan. 26, 2024: Missouri’s professional sports teams could scrap betting ballot bid if the bill passes state legislature, launching a campaign to place measures on the state’s general election ballot in November.
Jan. 15, 2024: FanDuel and DraftKings give 250,000 each to help start a petition drive to bring legal sports betting to Missouri.
Jan. 4, 2024: Missouri lawmakers file two sports betting bills — SB 852 and SB 824. Both bills would introduce legal online sports betting to the state.
Nov. 22, 2023: Missouri’s professional sports betting coalition gets the wheels moving for a ballot vote to bring legalized sports betting to the Show Me State.
Sept. 9, 2023: The Missouri Secretary of State receive four petitions to legalize retail and online sports betting. Both state casinos and professional sports franchises would be eligible for licenses.
May 15, 2023: The Missouri Senate does not discuss HB 556 on the last day of the legislative session. A Missouri sports betting bill will not pass in 2023.
May 9, 2023: An amendment to SB 92 was proposed and passed by the House of Representatives. The bill would increase the proposed tax rate on legal sports betting to 15%, with casinos allowed three online sports betting partners and pro teams allowed one. The bill maintains an uphill battle in the Senate.
Feb. 23, 2023: Three bills — Senate Bill 30 and House Bills 556 and 581 — that would legalize retail and online sports betting are advanced by Missouri lawmakers. However, SB1 — which would let the state lottery commission implement a VLT (video lottery terminal) system — is not passed.
Feb. 22, 2023: The Missouri Senate’s appropriations committee spends two hours discussing two bills that could bring mobile sports betting to the state. However, no action is taken — hot topics such as VLTs (video lottery terminals) remain a sticking point.
Feb. 12, 2023: The Kansas City Chiefs win Super Bowl LVII, topping the Philadelphia Eagles 38-35. Kansas City becomes just the seventh team to win a Super Bowl after trailing by 10 or more points.
Feb. 8, 2023: The players association from the five major sports leagues are calling on Missouri lawmakers to include protections in their sports betting bills, for the safety of pro athletes and their families. The request came during a public hearing on HB 556 and HB 581, after online events involving upset gamblers interacting with players.
Jan. 4, 2023: House Rep. Phil Christofanelli (R-St. Peters) sponsors House Bill 581, one of two Missouri sports betting bills filed in 2023. The proposal would grant each Missouri casino three online skins, while professional sports teams could also partner with one online sportsbook each.
Jan. 3, 2023: Rep. Dan Houx files House Bill 556, a follow-up to the bill (HB 4) he filed in September 2022.
Sept. 27, 2022: HB 4 garners more support for Missouri sports betting. The bill is deemed a priority for the next legislative session in January 2023.
Sept. 19, 2022: Rep. Dan Houx introduces House Bill 4. The new bill is almost identical to 2022’s HB 2502, with tax rates increased to 10% from 8%.
May 13, 2022: Missouri’s legislative session concludes without the passing of a sports betting bill.
March 24, 2022: After being approved in the House, HB 2502 and HB 2556 arrive in the Senate.
Jan. 19, 2022: Rep. Dan Houx introduces HB 2502. The Missouri sports betting bill would’ve earmarked 39 total skins for Missouri’s 13 casinos and six professional sports teams.
Jan. 29, 2018: Former Representative Bart Korman introduces HB 2320. The proposed bill would have allowed riverboat casinos and DFS operators to offer legal Missouri sports betting.
June 10, 2016: Missouri legalizes daily fantasy sports contests as former Governor Jay Nixon signs HB 1941 into law.
May 27, 1994: President Casino and Station Casino become the first operational riverboat casinos in Missouri.
Nov. 3, 1992: Missouri legalizes riverboat casinos on the Mississippi and Missouri Rivers via a referendum.
Nov. 6, 1984: Amendment 5, The Missouri State Lottery Amendment, is approved, authorizing a Missouri state lottery.
